Depends what he wants.

Is ours an unfinished job? Do we offer more forward-looking potential.

Or does nostalgia and the likelihood of a promotion challenge at Rotherham appeal to him more?

I imagine both parties would have an interest in talking, but not to say he would choose to leave. Depends what's on the table.

I think he is quite happy here with the progress being made, the budget he has and his relationship with the the club staff and fans.

He is however fond of Rotherham and if they could offer a bigger budget being a bigger club/stadium, it could be tempting for him.

For Rotherham now as a League One club I imagine Steve is also a more attractive prospect, depending on the style of football they want.

Good job we gave Big Steve a new contract so can deny them permission to speak with him or be suitably compensated.
