League One clubs can now only spend 50% of turnover on wages. And only 50% of any equity injection by owners can be spent on players' wages.

A step in the right direction perhaps but still won't stop owners pumping in money for players, just means they have to invest in the club infrastructure at the same time. Something Phil does already I believe.

Didn't Phil say he sits on the EFL committee or working group that makes and drafts these recommendations?

What exactly equity covers is important here.Is it direct funds from Directors personally.Otherwise loopholes the big boys could use eg Directors Wife makes a donation or a connected company does etc.This sort of thing has already happened higher up.
