I was under the impression the abandoned roundabout was originally going to be linking to a cross-showground road that would parallel or possibly be Valley Way, but the video shows an unbuilt road on a different alignment starting from the Monkswood roundabout. If I had to guess, I'd say it was constructed in the wrong place by mistake.

No, it is correct and was once to run north through Fairlands. Road 10 on the original plan, IIRC. Not sure why it didn’t go ahead in the end actually.

From Googling it appears it was road 9 in the Development Corporation's 1966 plan. Looking at it today it appears that the abandoned underpass would've been for through traffic to avoid the roundabout by dropping below it, as happens on Gunnels Wood Road. It seems to have got cancelled due to objections. As the video points out, the existing underpass only seems built to cycle way spec, so it's almost like they started building it already downgraded from the original plan.
The missing road would apparently have gone all the way to Fairlands Way, and looking at the 1946 master plan it does look like there was originally a bigger roundabout planned where Bedwell Crescent comes out today with a cross-park road going east to Chells. Maybe it would've been hidden from site like the roads which cross Central Park in Manhattan.
Somebody get to Stevenage Museum and get us some plans out.

Apparently when it was built the council didn't want road 10 but built the roundabout anyway as a way of accessing other government funding.

That video made a good point about the height of the underpass. I’d always assumed it was meant to be a road underpass to relieve any traffic not needing to use the roundabout, but the video was the first time I’d really thought about the fact that it couldn’t have been. So cycle way is probably a good shout.

There can't be many other examples of somebody deciding that a traffic network had enough capacity as it was, and turning out to still be right 60 years later.
