Gibraltar is well worth a visit though I suspect that would be more expensive and more difficult to get to than somewhere in mainland Spain.
Stopped there on a cruise once and they have to shut the road when a plane come in for landing.

Not enough space for a proper training camp unless you can get on to a military base.
And waaay to many young RN matlos on shore leave looking for a fight for a bunch of young men on a preseason tour. Would end badly.
Unique place to visit though, well worth a trip.
