This is my feeling as well. Sometimes being a great bloke and everyone's friend can be a double edged sword. Being dedicated and motivated and making personal sacrifices for the club can certainly take you some distance, but having the stomach to make decisions about others who may be just as dedicated is another thing.

Can you imagine him having the killer instinct to make some of the decisions needed in the medium term? Or would be respect the dedication and effort other players and staff have put in too much to make changes he knows are needed? For example, would he have sat down with Hannam mid-season, looked him in the eye and told him 'you're not good enough to be part of the squad, you won't be playing and we've covered your position with a loanee so we don't need you. We're going to have to terminate your contract to free up some money'? (that might not have been exactly how it went, but you get what I mean).

Evans has that kind of heartless, self-serving streak (he left us without looking back), and I think that's part of how he succeeds at this level with nobody else to do your dirty work for you.
