Feels more logical to me to include Newport (20th L2) and Shrewsbury (19th L2) in the preliminary round as well to maintain regionalisation in round 1.
Newport v Crawley (South)
Shrewsbury v Rochdale/York (North)
Tranmere v Rochdale/York (North)
Though that would mean West Ham getting a bye to round 2.
