If there is an opposition player near them it's a subjective call as to whether they are deliberately impeding the keeper releasing, which is aainst the rules. But the count doesn't start until the keeper is 'able' to release unimpeded.

And as you say if the keeper can lay down with the ball.for 4-5 seconds before the count starts, the whole thing is messy.

And it should definitely apply to throw-ins somehow.
