Think those were mostly decided by the League they were in.
The FA did do part of Luton'a but football league did the larger penalty.
Rangers got an automatic 10 point deduction by the SPL and then clubs voted them out.
Portsmouth got deductions by the PL and then the Football League.
I think Everton's was decided by a 3 man independent panel appointed by the Premier League.
That is what I would expect to happen to Man City. The Premier League should appoint an independent commission to decided on an appropriate punishment. Subject to the appeals process.
