A historical question for football geniuses

I’m reading The Game Of Our Lives by David Goldblatt, and I’ve just come across a passage that has astonished me. It says that in 1919 home clubs had to give 20% of the gate to the away team ‘an arrangement that lasted for over 70 years’. Eh?? Were clubs still giving 20% of the gate to the away team in 1990?? How have I been a keen footballist for nearly 50 years and never known this?!
