Phil will have had two budgets prepared.

He will also know which players (current) can fit into both budgets (they'll all expect a big wage rise if we go up).

So negotiations will have started with Leon and agents, they just can't finalise them.

As for new signings, we will have L1 and Championship targets (but dont know who's being released & retained from most clubs yet). So shouldn't be too far behind that curve.
