I've seen it says 1 per ST holder and linked account. Is that the holder OR linked account for the 1 ticket or both?

Gor a family member who had hoped to go but they're not an ST holder so they'll have to wait until general sale.

Just trying to gauge how likely it's going to be that there are any tickets let
