There are contradictory reports about it, so not 100% certain now. May need to read up on the FA Cup handbook for this season when I get home.

My understanding was that both clubs had to agree to the ticket prices (and they have to be above the minimum price as set by the FA) including if any discount is to be offered for STH.

However there is a FSA article suggesting that clubs no longer agree and the home side decides on the price, yet at the same time there is an article posted by Carlisle last season saying for their match against Boston that both clubs had to agree ticket prices, and that Carlisle wanted to offer a discount to STH of both clubs, but that Boston didn't agree so the FA had to get involved in the discussions and agreed prices.
