It's an olde English slang term from the 1500s for itinerant peasant people who keep small numbers of cattle on common land.

It's believed to relate to the brown film, or scum, they leave behind on stagnant water sources they use to water their herd, (if 3 skinny disease-ridden cows can be called a herd).

And the "Cow Commoners" have the historic grazing rights over Top field and the wider common land opposite the ground. Hence the link.
