Hypothetical situation

A football club chairman has allocated his manager £70k to improve his club in the transfer window.

His club is hypothetically struggling for form and barely hitting 50% of it's KPIs.

There is a degree of hypothetical discontent with the manager but to pay up the manager's contract will will cost him £50k, thus reducing the available budget for players by the same amount.

Should this hypothetical chairman give his current manager £70k to spend or his new manager a measly £20k, or should he lump all £70k an away win at Chesterfield at 2/1?
